Old guard: "Down with Smirnov and his ruling regime"

TransnistriaA former participant in Pridnestrovie's declaration of independence participates in the campaign ahead of the 10 December presidential election. In this letter to the editor, Vasily Yakovlev urges voters to not re-elect current president Igor Smirnov, whom he sees as a pro-capitalist reformer. The writer prefers Communist Party candidate Nadesha Bondarenko to win.

I, Yakovlev Vasily Nikitovich, on behalf of myself and of the gone toilers, creators of the multi-departmental highly-mechanized and economically strong and rich kolkhoz "Biruintsa", and also on behalf of the now living collective-farmers and rural intelligentsia, I accuse the President of the Pridnestrovskaia Moldavskaia Respublica, Igor Nikolayevich Smirnov, of intentional determination and enforcement of an antinational social and economic policy, which led to the following intolerable consequences:

I. I accuse I.Smirnov for realizing antinational policy, which brought:

1) to the destruction of the native village of Mikhaylovka from the district of Rybnitsa
- more than 78 residential houses are abandoned, they are empty and destroyed;
- the House of Culture is destroyed. Its capacious auditorium for long wasn't filled up by the inhabitants of village, there no shows made by amateur artistic activity, there is no merry hubbub and glad laughter of young people any more;
- in recent years 68 young villagers left the native houses - they left into neighbor and distant foreign countries (Russia, Ukraine, Spain, Italy, Germany, Greece, Turkey and others) to the earnings for their own survival and survival of relatives and close ones;
- because of the unemployment more than 40 young, able-bodied collective-farmers daily leave their village and for the spring, summer and autumn periods they leave to extra-earnings to the grape-plantations of "Kvint", which, by the way, together with the highly remunerative wine & cognac plant were also sold to an oligarch;

2) to extreme worsening of the demographic situation in the native village:
- yearly mortality exceeds the birth rate: in 2003 12 children were borne, and 21 people died; in 2004 4 children were borne, and 24 people died; in 2005 4 children were borne, and 12 people died. The same critical demographic situation is everything in Pridnestrovie;

3) to the slow, but inevitable liquidation of the rural nine-year school in the native village. If in the past academic year 100 pupils were trained (consecutively according to the grades, beginning from the zero one: 10, 7, 3, 10, 7, 11, 11, 8, 13, 20), then in the present 2005/06 academic year - 81 students (respectively: 5, 7, 6, 3,10, 7, 11, 8, 13). The future of the rural school is predetermine, since the birth rate was catastrophically reduced;

4) to the disintegration of the kolkhoz "Biruintsa", which became now a cooperative agricultural enterprise.
- in 1993 the kolkhoz had a large livestock: 474 cattle heads, 344 pigs, 500 sheep, 29 horses heads, and by the 1st of January 2005 these were: cows - 96, sheep - 59, horses - 1; the piggery and poultry farm is completely liquidated;
- the disintegration of the stock-raising led to the pitiless destruction of the corresponding premises, buildings, constructions; the situation is depressing, it is similar to the consequences of fire or bombing during the war;
- the agricultural production became almost a single-crop: only wheat and corn are cultivated. The famous kolkhoz fields for cultivating vegetables, sugar-beet, fruits, etc. are not cultivated. The remained 56 ha of the fruit-garden are in complete desolation - plenty of weeds, they are damaged by agricultural blasts and diseases;
- the highly-equipped tractor-brigade is demolished: of 42 tractors only 22 remained and all of them reached 100%-deteriorated, and there are no money for the procurement of new ones;
- is forever ruined the land-reclamation system of kolkhoz with the aid of which about 70% of agricultural land used to be watered. As a monument about the past bloom of kolkhoz, directly at the entrance into the village there remained dried and overgrown with grass and bushes the bottom of the former water-reservoir, which previously served not only for the irrigation of fields, but also for leisure of collective-farmers and their children. In the same neglected, pulled down state is the entire land-reclamation system and reservoirs all over Pridnestrovie;

5) to the appearance in the native village of kulaks-exploiters, or as they used to be previously called, miroyeds. The kulaks include Sergey Andriutsa - brother of the chairman of kolkhoz (91 ha), Valery Povar (32.4 ha), Igor Timkov (70 ha). They became the owners of the best arable earth of kolkhoz. These exploiters, who call themselves farmers, obtained a good gift. On "their" fields work for the trifle their countrymen. Such kulak economies are present in all villages of Pridnestrovie.

II. I accuse I.Smirnov for realizing antinational policy, which brought:

1) to the disintegration of the agribusiness of Pridnestrovie as a whole.
- agricultural enterprises are demolished, and their lands, as basic production means, are released into market exchange without privatization;
- multi-departmental agricultural enterprises became single-crop;
- in the region there is a green light for agro-privatizers and kulaks-miroeds;

The following are privatized and are inactive:
- the processing industry and transport economies;
- inter-economic cooperative organizations and enterprises;
- stockpiling organizations and organization for the sale of agricultural production;
- organization for the supply of the agribusiness with technology, equipment and fuel;

2) to the disintegration of the industrial complex of the republic:
- the highly-equipped complex, which belongs to the entire people, became private. The local, Russian and foreign bourgeois-money-bags became the owners of this complex. The "newcomers" and "new-Pridnestrovians" exploit uncontrolled and mercilessly the working class, engineering personnel, working peasantry and intelligentsia of Pridnestrovie. Specifically the voice of these "newcomers"-privatizers became the voice of the Russian Federation' State Duma, Ministry of Foreign Affairs and media in the period of the blockade of Pridnestrovie.

3) to the demolition of public health, education, culture, arts and sport. The private-owners took possession of this public people's intellectual property. The use of this property, as a rule, became a paid one and far inaccessible for the a common toiler;

III. Accusing Igor Smirnov, I declare that next to him on the bench of the accused ones there must sit down his direct participant in violating the rights and freedoms of working people, in demolishing the national-economic complex of the region - the former chairman of the VS PMR (Parliament), Grigorii Maracuta.

He is the true promoter of the interests of the class of exploiters, the class of the young bourgeoisie in the region. He also heads the antinational movement for privatization of land and its inclusion into a free market exchange.

Namely these politicians brought to the catastrophe the national-economic complex of the native region, the brought its inhabitants to misery and lawlessness. For all this they must bear judicial responsibility and be tried by Pridnestrovie's people and not just that.

IV. By the present statement, I address the patriots, the toilers of privatized agricultural, industrial, commercial and other enterprises, the workers of educational, medical, cultural, and other institutions with the following imperative request.

First. Read carefully the presented above and analyze the consequences of the anti-national actions on the destruction of the public, economic and cultural-educational complexes of Pridnestrovie, carried out by the ruling administration, headed by I.Smirnov. Estimate well-balanced these actions from the point of view of the permissibility of Smirnov for the fourth period of presidency.

I know and believe that the true patriots of Pridnestrovie will say briefly and capaciously: "Down with Smirnov and his ruling regime!".

Similarly, estimate well-balanced the antinational acts of I.Smirnov and his adherents from the point of view of the criminal code. I know and believe that the true patriots of Pridnestrovie will select the appropriate articles of this code and will address the investigation bodies for penal persecution of the named persons. The pre-election slogan must be: "Smirnov - not for the Presidency, but for the defendant's dock!".

Second. Summarize the disintegration of your work-places. In writing, and verbally, let everyone know about this. Let the antinational deeds of I.Smirnov and G.Maracuta and their administration become known. The assembled from the patriots evidences must be directed to the investigation bodies and patriotic newspapers, including the newspaper "Man and His Rights", as well as to the international organization OSCE and to the guarantor-countries for the settlement of the conflict between Moldova and Pridnestrovie.

These are my basic accusatory charges for I.Smirnov and the government administration headed by him for the unlawful acts, accomplished against my countrymen and against the working people of Pridnestrovie.

I direct my statement-accusation to the media and the official bodies of Pridnestrovie, Moldova, OSCE and guarantor-countries.

A former World War II soldier, Vasilii Yakovlev is considered an "old guard" Soviet communist. He was one of the few communists who supported the creation of Pridnestrovie. After independence was declared, he co-wrote the first constitution and served as a member of parliament until 1995 when the original constitution was replaced with a reform-oriented, free market democratic constitution and Yakovlev left the country. He now lives in Russia where he campaigns against laissez faire capitalism and advocates a return to Soviet-style economics.
