The text is clear on the need for the rest of the world to face reality: Since 1990, Pridnestrovie has been a de facto state, fulfilling all the requirements for sovereign independent statehood under international law. The only thing it lacks is international recognition. As the foreign policy list makes clear, this is not trough any fault of Pridnestrovie. It seeks a comprehensive settlement with Moldova over its territorial claim. To be a responsible partner at the international level, it also wants its de facto status to be recognized de jure.

- Match recognition to reality on the ground
To take its place as a responsible partner at the international level, Pridnestrovie is guided by the generally accepted principles and norms of international law. Pridnestrovie's status is that of a separate independent state as per 2 September 1990. Today the Pridnestrovskaia Moldavskaia Respublica conducts foreign policy from the premise of a sovereign, independent, democratic, legal, and secular state.
Pridnestrovie seeks to become a full subject of international law and to establish its relations with other subjects of the international system on the basis of equal rights, cooperation, mutual respect, and partnerships.
Agreements between PMR and other states or state formations on possible establishment of joint organs of power and administration (infringement of its domestic sovereignty) may not enter into force on the territory of the republic except through a national referendum among all of its citizens.
- Main objectives of Pridnestrovie's foreign policy
In the foreign policy of Pridnestrovie, most weight is given to the following areas: Strengthening and defending its independence and sovereignty; protection of human rights, freedoms, and dignity regardless of ethnicity; openness to equal and mutually advantageous relations with the states of the Near Abroad and other foreign countries; commitment to only peaceful, political and democratic, negotiating methods in the settlement of relations with the Republic of Moldova; ensuring favourable external conditions for social and economic reforms to progress in order to improve the people’s well-being.
Pridnestrovskaia Moldavskaia Respublica is interested in an increased number of allies, in creation of an area of good neighborhood around itself, as well as in active use of international cooperation mechanisms to uphold its national interests since it is the crucial factor in strengthening positions of a state in the modern world.
- Relations with the Republic of Moldova
The need to settle relations and the intention to not to have the armed conflict repeated predetermined the start of negotiations with the Republic of Moldova two years after the end of the Moldovan military aggression against Pridnestrovie.
The position of Pridnestrovskaia Moldavskaia Respublica in the negotiation process is based on the principles of a peaceful political settlement, equality of the sides, mutually agreed decisions, and renunciation of force or threat of force.
A specific model of state-legal relations between Pridnestrovie and Moldova should take into account existing international peaceful settlement practices and be based on the results of a nation-wide referendum.
Development of good-neighborly relations with Moldova is believed to be a necessary element of ensuring security, maintaining peace, building mutual confidence, and strengthening cooperation, as well as of sustainable social and economic development of these two countries.
